The Guarantee Fund for Victims is the public service responsible for compensating victims of terrorism, common law offenses (physical/sexual/domestic violence, trafficking in human beings, damage to property, etc.), and road accidents caused by a driver who is uninsured or unidentified.
Nearly 400 employees of the Guarantee Fund for Victims work for the public interest, under the control of the state, as part of national solidarity.
Based in Vincennes and Marseille, they work for two distinct funds that make up the Guarantee Fund for Victims and assist the victims in each category:
The Guarantee Fund for Compulsory Damage Insurance (FGAO): This fund takes charge of victims of road accidents when the responsible driver is uninsured or unidentified.
The Guarantee Fund for Victims of Terrorism and Other Offenses (FGTI): This fund handles victims of terrorism and common law offenses.
The Service for Recovery Assistance for Victims of Offenses (SARVI) – attached to the FGTI – assists victims of offenses who are unable to receive compensation from the Commission for Compensation of Victims of Offenses (CIVI) by helping them recover the damages owed to them following a criminal judgment.
The goal is to uphold each victim's right to compensation and to support them with empathy throughout the compensation process, by simplifying their steps and procedures.

Our missions
The Guarantee Fund for Victims is a public service with three key missions:
Compensating victims of acts of terrorism, common law offenses (violence against people or damage to property), or accidents caused by an uninsured or unidentified driver.
Exercising recourse against the perpetrators of the acts to recover the compensation paid to the victims.
Raising awareness among drivers about the risks of driving without mandatory car insurance.
We act in the public interest, under the control of the state, as part of national solidarity.
